We audited the City of Houston’s Hurricane Harvey Community Development Block Grant Disaster Recovery (CDBG-DR) program.  We initiated this audit as part of our commitment to helping the U.S.

We conducted this evaluation due to the growing homeless crisis and the U.S. Department of Housing and Urban Development’s (HUD) establishing a goal of ending homelessness.  Our objective was to evaluate the challenges that participating public housing agencies (PHA) face in meeting the goals and objectives of the HUD Veterans Affairs Supportive Housing (VASH) program.

Based on a complaint and a request from the U.S.

HUD OIG is auditing a Texas subrecipient’s 2017 disaster program.  In 2018, HUD directed its grantee to allocate $1.1 billion of its $5.024 billion Hurricane Harvey grant to the subrecipient.  The subrecipient planned to operate 11 programs with its grant funds.  The audit objective is to examine the status of the subrecipient's HUD-approved activities and challenges, if any, in implementing the activities.

HUD OIG is reviewing the State of North Carolina’s Community Development Block Grant Disaster (CDBG-DR) program.  The State received an appropriation of more than $741 million in CDBG-DR funding.  The review objective was to determine whether the State of North Carolina has the capacity to administer its CDBG-DR grants in accordance with applicable regulations and requirements.
