Summary

HUD OIG is auditing HUD’s Community Development Block Grant - Disaster Recovery (CDBG-DR) program to ensure that the Office of Community Planning and Development’s Office of Disaster Recovery (CPD ODR) is effectively reviewing vouchers which equal or exceed a threshold of $5 million. Our review will include more than 130 vouchers that total more than $1.7 billion from approximately 18 grantees, which HUD paid from April 13, 2021, to April 13, 2026. Our objective will be to determine whether CPD ODR (1) required disaster recovery grantees to submit support for all payments equal to or more than $5 million and (2) reviewed the documents to verify the adequacy of the grantee’s supporting documentation.
