We completed an audit of All American Home Mortgage Corp., a nonsupervised lender located in Brooklyn, NY. Our audit objectives were to determine whether All American officials (1) approved Federal Housing Administration (FHA)-insured loans in accordance with the requirements of the U.S. Department of Housing and Urban Development (HUD)-FHA, and (2) implemented a quality control plan in accordance with HUD-FHA requirements.

Ameritrust Mortgage Bankers, Inc., Lake Success, NY, Did Not Always Comply With HUD-FHA Loan Origination and Quality Control Requirements

We completed an audit of Ameritrust Mortgage Bankers, Inc., a nonsupervised lender* located in Lake Success. Our audit objectives were to determine whether Ameritrust officials (1) approved FHA-insured loans in accordance with the requirements of the U.S. Department of Housing and Urban Development (HUD)-FHA, and (2) implemented a quality control plan in accordance with HUD-FHA requirements.

Universal American Mortgage Company, Las Vegas, NV, Branch Did Not Comply With HUD Regulations in the Origination and Quality Control of FHA-Insured Loans

We audited the Federal Housing Administration (FHA)-insured loan process at Universal American Mortgage Company (lender) to determine whether the lender complied with U.S. Department of Housing and Urban Development (HUD) regulations, procedures, and instructions in the origination and quality control review of FHA-insured loans. The review was part of our efforts to improve the integrity of the single-family insurance programs. We selected the lender’s Las Vegas branch because its default rate, when compared to the national average, was the highest of all of its branches.

CitiMortgage Did Not Properly Determine Borrower Eligibility for FHA’s Preforeclosure Sale Program

The U.S. Department of Housing and Urban Development (HUD), Office of Inspector General audited the 68 Federal Housing Administration (FHA) claims submitted by CitiMortgage, Inc., of O’Fallon, MO. Our audit objective was to determine whether Citi properly determined that borrowers were eligible to participate in the Preforeclosure Sale Program. We found that Citi improperly submitted claims totaling nearly $5 million for 63 of the 68 preforeclosure sales reviewed without properly determining borrower eligibility to participate in the Program.

The Neighborhood Assistance Corporation of America Generally Administered Its HUD Grants Used for Housing Counseling Activities in Accordance With HUD Requirements

We audited the Neighborhood Assistance Corporation of America (NACA), a Department of Housing and Urban Development (HUD)-approved organization providing housing counseling services to qualified home buyers or homeowners with unaffordable mortgage payments. The audit was initiated at the direction of HUD's Inspector General. Our audit objective was to determine whether NACA properly administered its HUD grants used for housing counseling activities in accordance with HUD requirements.

Crossfire Financial Network, Miami, FL, Did Not Follow HUD Requirements in Approving FHA Loans and Implementing Its Quality Control Program

HUD OIG performed an audit of Crossfire Financial Network, Inc., d/b/a CFN Mortgage Capital (Crossfire), a Federal Housing Administration (FHA) approved direct endorsement lender located in Miami, Florida. The review was performed based on the lender’s volume of loans underwritten and its default rate. The purpose of the audit was to determine whether the lender followed the U.S. Department of Housing and Urban Development’s (HUD) requirements when (1) originating and underwriting loans and (2) implementing its quality control program.

Prospect Mortgage, LLC, Sherman Oaks, CA, Did Not Always Comply With Federal Housing Administration Underwriting and Quality Control Requirements

We audited Federal Housing Administration (FHA)-insured loans underwritten by Prospect Mortgage, LLC (Prospect), within Region IV of the U. S. Department of Housing and Urban Development (HUD) Office of Inspector General (OIG). Our objective was to determine whether Prospect complied with HUD’s requirements for (1) origination and underwriting relative to cash assets, income, and creditworthiness; (2) quality controls; and (3) branch office operations. Prospect did not always follow HUD’s underwriting and quality control requirements for FHA-insured loans.
