The Municipality of Canovanas, PR, Needs to Improve Administration of Its Community Development Block Grant Program

We audited the Municipality of Canovanas' (Municipality) Community Development Block Grant (Block Grant) program. We selected the Municipality for review as part of our strategic plan. The objective of the audit was to determine whether the Municipality complied with U.S. Department of Housing and Urban Development (HUD) regulations, procedures, and instructions related to the administration of the Block Grant program. The Municipality's financial management system did not fully comply with applicable HUD requirements.

The City of Los Angeles Housing Department, Los Angeles, CA, Did Not Always Effectively Administer Its Homelessness Prevention and Rapid Re-Housing Program

We audited the Homelessness Prevention and Rapid Re-Housing Program (program) at the City of Los Angeles Housing Department (Department) because it was the second largest single program grant awarded within California under the American Recovery and Reinvestment Act of 2009 (Recovery Act). In addition, our audit is part of the U.S. Department of Housing and Urban Development (HUD), Office of Inspector General’s (OIG) national mandate to monitor grant activities funded by the Recovery Act.

A Hotline Complaint Against Colorado Coalition for the Homeless, Denver, CO, Regarding Weaknesses in Its Controls Over the Homelessness Prevention and Rapid Re-Housing Program Could Not Be Supported

The U.S. Department of Housing and Urban Development (HUD), Office of Inspector General, audited the Colorado Coalition for the Homeless in response to a hotline complaint. The complaint contained allegations regarding control weaknesses, resulting in noncompliance with Homelessness Prevention and Rapid Re-Housing Program (HPRP) requirements. The objective of our review was to determine whether the allegations of weaknesses in the Coalition’s controls over its HPRP funds, resulting in noncompliance with HPRP requirements, could be substantiated.

The Community Development Programs Center of Nevada Did Not Fully Comply With Neighborhood Stabilization Program Requirements

We completed a review of the Community Development Programs Center of Nevada’s (Center) Neighborhood Stabilization Program (program). We performed the review because of the OIG’s mandate to provide oversight of Housing and Economic Recovery Act of 2008 (HERA) programs. We selected the Center because it received more than $4.9 million in program funds from Clark County and the City of Henderson. In addition, the Center has an agreement with the City of North Las Vegas to rehabilitate homes for resale and rental.

The City and County of San Francisco, CA, Did Not Always Ensure That Homelessness Prevention and Rapid Re-Housing Funds Were Used as Required

We audited the City and County of San Francisco (City) because its grant of more than $8.7 million was one of the largest Homelessness Prevention and Rapid Re-Housing Program (HPRP) grants in the State of California. Our objective was to determine whether the City disbursed HPRP funding in accordance with program requirements. The City paid for HPRP services for ineligible participants and participants whose eligibility was not supported. It also paid for ineligible activities.

Homes for Life Foundation, Los Angeles, California, Did Not Properly Administer Its Supportive Housing Program Grants

We audited Homes for Life Foundation (Foundation) as a result of on-site audit work performed as part of a separate audit of the Los Angeles Homeless Services Authority's (Authority) administration of Supportive Housing Program funds. Our audit objective was to determine whether the Foundation applied and tracked its HUD Supportive Housing Program cash match in accordance with applicable requirements. The Foundation did not administer its Supportive Housing Program grants in compliance with HUD requirements.

The City of Los Angeles, CA, Did Not Expend Brownfields Economic Development Initiative and Section 108 Funds for the Goodyear Industrial Tract Project in Accordance With HUD Requirements

The City did not expend Brownfields and Section 108 funds awarded for the development of the project in accordance with HUD requirements. Specifically, the City used loan and grant funds for an ineligible project and expended grant funds after the grant deadline. As a result, it expended (1) $3.8 million in loan funds on an ineligible project, (2) $625,000 in grant funds on an ineligible project after the grant expenditure deadline, and (3) an additional $897,821 in grant funds after the grant expenditure deadline.

The City of Seattle, WA, Used Its Recovery Act CDBG-R Funds in Accordance With HUD and Recovery Act Requirements

The U.S. Department of Housing and Urban Development (HUD), Office of Inspector General audited the City of Seattle’s Community Development Block Grant- Recovery (CDBG-R) program to determine whether the City used its CDBG-R funds in accordance with HUD and Recovery Act requirements and subgrantee expenditures were appropriate, eligible, and supported.
