D & R Mortgage Corporation, Farmington Hills, MI, Did Not Properly Underwrite a Selection of FHA Loans

The U.S. Department of Housing and Urban Development's Office of Inspector General (OIG) reviewed 15 Federal Housing Administration (FHA) loans that D & R Mortgage Corporation (D & R) underwrote as an FHA direct endorsement lender. Our review objective was to determine whether D & R underwrote the 15 loans in accordance with FHA requirements. This review is part of Operation Watchdog, an OIG initiative to review the underwriting of 15 direct endorsement lenders at the suggestion of the FHA Commissioner.

We selected Residential Home Funding Corporation because its default rate was significantly higher than the average default rate for the State of Maryland. National Bank of Kansas City, Overland Park, KS, Did Not Follow HUD’s Underwriting and Quality Control Requirements

The U.S. Department of Housing and Urban Development (HUD), Office of Inspector General, audited National Bank of Kansas City (National Bank). Our audit objectives were to determine whether National Bank followed Federal Housing Administration (FHA) requirements for (1) borrower eligibility and creditworthiness and property eligibility when underwriting loans and (2) implementing a quality control program. National Bank did not follow HUD's requirements regarding income, liability, and asset determination in 4 of the 16 defaulted loans reviewed.

Access National Mortgage Corporation, Denver, CO, Did Not Follow HUD Requirements When Submitting Two of Its Loans for Endorsement

The U.S. Department of Housing and Urban Development’s (HUD) Office of Inspector General audited Access National Mortgage Corporation (Access National) to determine whether it complied with HUD regulations, procedures, and instructions in originating, underwriting, and submitting for endorsement the FHA-insured loans selected for review. Financial Freedom Senior Funding Corporation, Irvine, CA, Improperly Funded One Ineligible HECM Loan

While performing an internal audit of the U. S. Department of Housing and Urban Development’s (HUD) Home Equity Conversion Mortgage (HECM) program, we noted one HECM loan underwritten by Financial Freedom Senior Funding Corporation, (Financial Freedom) of Irvine, CA, that was improperly insured as the property had several years of deferred property taxes, which is a violation of the HECM regulations.
