Assessing HUD Plans for Evaluating Urban Promise Zones and HUD Grant Programs Participating in Promise Zones

Twenty-two Promise Zones were selected through three rounds of national competition. The U.S. Department of Housing and Urban Development (HUD), oversees 14 urban Promise Zones, and the U.S. Department of Agriculture (USDA) oversees 8 rural and tribal Promise Zones. The Office of Management and Budget (OMB) tasked HUD and USDA to lead the Promise Zone initiative and play essential roles in gathering information about progress in Promise Zones through regular reporting exercises.

HUD’s Office of Community Planning and Development Can Improve Its Monitoring of Civil Rights Compliance

We audited the U.S. Department of Housing and Urban Development’s (HUD) Office of Community Planning and Development’s (CPD) monitoring of grantees’ compliance with civil rights requirements. Our audit focused on the Community Development Block Grant (CDBG) and the HOME Investment Partnerships Program (HOME). Our audit objective was to assess the extent to which CPD monitored civil rights compliance in its program activities.CPD could improve its civil rights compliance monitoring reviews.

Ginnie Mae Concentration Risk Oversight

HUD OIG is conducting an audit of Ginnie Mae's portfolio and issuer oversight. According to a Ginnie Mae report issued in December 2024 , 88.97% of Ginnie Mae's approximately $2.6 trillion in guaranteed pooled loans are owned by 30 mortgage companies, of which 22 of them are nonbank institutions. Our audit objective is to assess Ginnie Mae's evaluation of nonbank issuer concentration risk. 

The Kentucky Commission on Human Rights Has Opportunities To Improve Its Fair Housing Complaint Intake Process

We audited the Kentucky Commission on Human Rights’ fair housing complaint intake process.  We initiated this audit based on an internal risk assessment of Fair Housing Assistance Program agencies’ challenges.  Our audit objectives were to (1) determine the extent to which the Commission processed fair housing inquiries within 30 days and (2) evaluate its reasons for closing fair housing inquiries.We were unable to determine the extent to which the Commission processed fair housing inquiries within 30 days due to a lack of supporting documentation.  Also, the Com

We are auditing HUD's efforts to meet the 13 responsibilities stated in the Geospatial Data Act of 2018 (Act), with regard to its collection, production, acquisition, maintenance, distribution, use, and preservation of geospatial data. The Act requires the 16 covered agencies be audited every two years. Our objective is to assess HUD's efforts to meet the 13 covered agencies' responsibilities stated in the Act.
