Office of Evaluation, IT Evaluation Division (iTED) conducted an evaluation of HUD’s IT Modernization program, which included reviews on the implementation and maturity of HUD’s capital planning and investment control (CIPIC) process and Enterprise Architecture (EA) program. With the corroboration of HUD’s Office of Chief Information Officer (OCIO), the report focuses on three major IT programs and policies within the CPIC and EA programs: IT Modernization Roadmap, HUD IT Infrastructure, and Data Governance. The IT Modernization Roadmap, which is conceptually developed, lacks developed comprehensive plans and measures. Within the HUD IT Infrastructure Contract status, iTED focused on a sample of two legacy, mission critical IT systems, Tenant Rental Assistance Certification System (TRACS) and Computerized Homes Underwriting Management Systems (CHUMS), which revealed material risks to HUD that need to be addressed with proper IT modernization planning, funding of approved modernization projects, and continual IT governance. The final focus was Data Governance, which is the overall management of availability, usability, integrity and security of the data employed from the enterprise. While the OCIO had made significant strides in establishing key IT programs and policies, the evaluation resulted in 13 recommendations, which include implementation of a mission critical system development lifecycle program,  development of an IT Enterprise Risk Management office, and the need for standardized communication across OCIO and the Business Segments.
