Luzerne County, PA, Generally Administered Its Community Development Block Grant Recovery Act Funds According to Applicable Requirements

We audited Luzerne County, PA's administration of its Community Development Block Grant funds that it received under the American Recovery and Reinvestment Act of 2009. We selected the County for an audit because we received a complaint alleging that the County may have misappropriated Block Grant funds and because of our mandate to audit Recovery Act activities. Our audit objective was to determine whether the County obligated, expended, and reported its Block Grant funds provided under the Recovery Act according to the Recovery Act and applicable HUD requirements.

The City of Syracuse, NY, Did Not Always Administer Its CDBG Program in Accordance With HUD Requirements

We audited the operations of the City of Syracuse, NY, pertaining to its Community Development Block Grant (CDBG) program. The objectives of the audit were to determine whether the City administered its CDBG program effectively, efficiently, and economically in accordance with applicable rules and regulations.

The City of Buffalo, NY, Did Not Administer Its Community Development Block Grant-Recovery Act Program Funds in Accordance With HUD Requirements

We completed an audit of the City of Buffalo, NY (City) pertaining to its administration of its supplemental Community Development Block Grant (CDBG) program funded under the American Recovery and Reinvestment Act of 2009. We selected the City based on concerns identified in our completed audit of the City’s CDBG program, Audit Report Number 2011-NY-1010 issued April 15, 2011. Our audit objectives were to determine whether the City efficiently and effectively administered its CDBG-Recovery Act (CDBG-R) program in compliance with Recovery Act and other applicable requirements.

The Women's Development Center, Las Vegas, NV, Charged Unallowable Flat Fees and Miscalculated Resident Rents

We audited the Women’s Development Center’s administration of its Supportive Housing Program (SHP) with concentration on the transitional housing grants provided by the U.S. Department of Housing and Urban Development (HUD). Our review was initiated because of a referral from the Office of Inspector General’s (OIG) Office of Investigation due to concerns about the Center’s compliance with SHP requirements. Our overall objective was to determine whether the Center administered its SHP grants in compliance with HUD regulations.

The City of Newark, NJ, Had Weaknesses in the Administration of Its Homelessness Prevention and Rapid Re-Housing Program

We audited the City of Newark, NJ’s Homelessnes Prevention and Rapid Re-Housing Program (HPRP) in support of the U.S. Department of Housing and Urban Development (HUD), Office of Inspector General’s (OIG) goal to review the expenditure of American Recovery and Reinvestment Act funds and contribute to improving HUD’s execution and accoutability of fiscal responsibilites.

Housing Our Communities, Mesa, AZ, Did Not Administer Its Neighborhood Stabilization Program in Accordance with HUD Requirements

We audited Housing Our Communities’ (subrecipient) Neighborhood Stabilization Program (NSP1) subgrant from the City of Avondale. The audit was started primarily because the U.S. Department of Housing and Urban Development, Office of Inspector General’s (HUD OIG) audit plan includes objectives to review Housing and Economic Recovery Act grantees and because a previous HUD OIG audit of the City of Mesa found indications that the subrecipient did not have appropriate procedures in place for procuring construction contractors and determining labor costs.

The Virginia Housing Development Authority, Richmond, VA, Generally Administered Its Tax Credit Assistance Program Funded Under the Recovery Act in Accordance With Applicable Requirements

We audited the Virginia Housing Development Authority (Authority) because it received $44.2 million in Tax Credit Assistance Program (Program) funds under the American Recovery and Reinvestment Act of 2009 (Recovery Act). The Authority received the second largest amount of Program funds awarded in Region III. Our objective was to determine whether the Authority administered its Program in accordance with Recovery Act and applicable U.S. Department of Housing and Urban Development (HUD) requirements.

HUD’s Region VII Office of Community Planning and Development Complied With HUD’s Monitoring Requirements for Recovery Act Recipients

The U.S. Department of Housing and Urban Development (HUD), Office of Inspector General audited HUD’s Region VII Office of Community Planning and Development (CPD) to determine whether it complied with HUD’s monitoring requirements for Recovery Act recipients. The Region VII CPD office complied with HUD’s monitoring requirements for Recovery Act recipients. It appropriately established and implemented a risk assessment process to target Recovery Act grantees for review, and appropriately monitored grantees.

HUD Needed to Improve Its Use of Its Integrated Disbursement and Information System To Oversee Its Community Development Block Grant Program

We audited the U.S. Department of Housing and Urban Development’s (HUD) use of its Integrated Disbursement and Information System to provide oversight of activities in its Community Development Block Grant program. The audit was performed based on the Office of the Inspector General’s (OIG) annual audit plan and its strategic plan to help HUD improve its fiscal responsibilities.
