We have completed preliminary research on the Office of Community Planning and Development’s (CPD) methods to allocate Community Development Block Grant Disaster Recovery (CDBG-DR) funds appropriated under the Disaster Relief Appropriations Act of 2013 (PL 113-2).  Our objectives were to review the methodology for (1) the seven formula-based allocations and (2) the two competition-based allocations of CDBG-DR funds. The U.S. Department of Housing and Urban Development (HUD), Office of Inspector General, audited the City of Joplin, MO’s Community Development Block Grant Disaster Recovery (CDBG-DR) program because the City was awarded more than $45 million in CDBG-DR funds in April 2012 and received an additional $113 million in May 2013. We audited the Municipality of Bayamon’s Emergency Shelter Grants and Emergency Solutions Grants programs.  We selected this auditee based on congressional and hotline complaints alleging that the Municipality improperly used Emergency funds to transport people from Puerto Rico to mainland U.S. cities to receive rehabilitation treatment.  Our main audit objectives were to determine whether allegations included in the complaints had merit and whether the Municipality’s Emergency programs were administered in compliance with the U.S.

We audited the City and County of Honolulu’s (City) Community Development Block Grant (CDBG) program.  We conducted the audit because the City was the largest Pacific island recipient of CDBG funds, the U.S.
