HUD’s Office of Single Family Housing did not have appropriate and effective management controls in place over the automated underwriting process.

We completed an audit of U.S. Department of Housing and Urban Development (HUD) Single Family Program Development Office’s automated underwriting process. We assessed whether HUD had in place appropriate and effective management controls over its automated underwriting process. The audit was performed as part of the HUD Office of Inspector General’s (OIG) fiscal year 2010 annual audit plan and supported the audit plan objective to contribute to improving the integrity of the single-family insurance program.

Nations Lending Corporation, Independence, OH, Needs To Improve Its Quality Control Reviews of Early Payment Defaulted Loans

The U.S. Department of Housing and Urban Development, Office of Inspector General audited Nations Lending Corporation, a Federal Housing Administration (FHA)-approved nonsupervised direct endorsement lender approved to originate, underwrite, and submit mortgages for insurance under the U.S. Department of Housing and Urban Development’s (HUD) direct endorsement program. We selected Nations for audit based on our risk assessment of single-family lenders with home offices located in our region. The audit was part of the activities in our fiscal year 2012 annual audit plan.

HUD Generally Established Controls Over the Section 242 Program but Used an Outdated Handbook, and Its Guidance Had Not Been Cleared Through HUD’s Directives System

The U.S. Department of Housing and Urban Development (HUD), Office of Inspector General reviewed HUD’s Section 242 Mortgage Insurance for Hospitals program to determine whether HUD established controls to approve and administer projects under the Section 242 program and whether HUD used an updated handbook to administer its Section 242 program and used and provided to program participants written guidance that had been approved through HUD’s Directives System. HUD generally established controls to approve and administer projects under the Section 242 program.

HUD’s Office of Multifamily Housing Needs a Uniform Process to Ensure That Commercial Rent Rates Are Comparable to Market Rate Rents

The U.S. Department of Housing and Urban Development’s (HUD) Office of Inspector General audited HUD’s process for reviewing and approving commercial rents for multifamily properties. Our objective was to determine whether HUD’s review and approval process for commercial rents ensured that multifamily properties received commercial rents that were comparable to market rate rents. HUD did not have a uniform process to ensure that commercial rent rates were comparable to market rate rents.

Mountain States Mortgage Center, Sandy, UT, Did Not Follow HUD’s Underwriting, Quality Control, and Advertising Requirements

The U.S. Department of Housing and Urban Development’s (HUD) Office of Inspector General audited Mountain States Mortgage Center to determine whether it underwrote insured loans in compliance with HUD requirements and whether its quality control plan met HUD requirements. Mountain States underwrote 41 loans that did not comply with FHA requirements. Of the 41 FHA-insured loans reviewed, one of the loans had a significant underwriting deficiency, and all 41 loans contained minor underwriting deficiencies.

Citizen Complaint Against BIONIC Real Estate Services, LLC, St. Joseph, MO, Regarding Its Management of a HUD Section 236-Insured Multifamily Property Cannot Be Supported

The U.S. Department of Housing and Urban Development (HUD), Office of Inspector General, audited allegations made against BIONIC Real Estate Services, LLC (BIONIC), a HUD-approved management agent, in a citizen complaint received by our office. The allegations related to BIONIC’s management of Powell Apartments, a HUD Section 236-insured multifamily property with partial project-based Section 8-subsidized units.
