HUD Can Improve Its Oversight of the Physical Condition of Public Housing Developments

We audited the U.S. Department of Housing and Urban Development’s (HUD) oversight of the physical condition of public housing developments.  Our audit objective was to assess HUD’s oversight of the physical condition of public housing developments; specifically, whether HUD had adequate oversight of public housing agencies’ (PHA) (1) corrective actions in response to periodic Real Estate Assessment Center (REAC) inspections and (2) annual self-inspections to ensure that units were maintained in decent, safe, and sanitary condition.

The Stark Metropolitan Housing Authority, Canton, OH, Did Not Always Comply With Federal and Its Own Procurement Requirements

We audited the Stark Metropolitan Housing Authority’s public housing program based on significant deficiencies noted during our prior audit of the Authority. Our audit objective was to determine whether the Authority complied with Federal and its own requirements for procuring goods and services.

HUD Incorrectly Approved $42 Million in Operating Subsidies for Phase-Down for Demolition Add-On Funding

We audited the U.S. Department of Housing and Urban Development (HUD), Office of Public and Indian Housing, phase-down for demolition add-on funding (phase-down funding) calculations for the Public Housing Operating Fund program. We initiated the audit based on results of a prior audit that indicated the Office of Public and Indian Housing add to always obtain adequate supporting documentation for public housing agencies before approving requests for phase-down funding.

Benton Harbor Housing Commission Public Housing Capital Fund Program, Benton Harbor, Michigan

We audited the Benton Harbor Housing Commission's (Commission) Public Housing Captial Fund program (program). The audit was conducted based upon a request from the U.S. Department of Housing and Urban Development's (HUD) Detroit Office of Public Housing. Our objectives were to determine whether the Commission operated its program in a manner that provides reasonable assurance that (1) expenditures were adequately supported and eligible and (2) procurement transactions met that Commission's and HUD's requirements.

Opportunities Exist to Enhance Oversight of the Foster Youth to Independence Initiative to Improve Program Effectiveness

Establish and implement methods to regularly assess the effectiveness of the program in preventing and ending youth homelessness and improving participants’ self-sufficiency, which could include performance metrics and periodic studies performed by the Office of Policy Development and Research (PD&R).
