HUD Incorrectly Approved $42 Million in Operating Subsidies for Phase-Down for Demolition Add-On Funding

We audited the U.S. Department of Housing and Urban Development (HUD), Office of Public and Indian Housing, phase-down for demolition add-on funding (phase-down funding) calculations for the Public Housing Operating Fund program. We initiated the audit based on results of a prior audit that indicated the Office of Public and Indian Housing add to always obtain adequate supporting documentation for public housing agencies before approving requests for phase-down funding.

Long Branch Housing Authority, Long Branch, NJ, Did Not Properly Handle Income and Expenses Related to Agreements With Other Housing Agencies

We audited the Long Branch Housing Authority based on the results of our previous audits of the Asbury Park and Red Bank Housing Authorities, which received management services and technical assistance from Long Branch for several years.

HUD's Oversight of the Physical Conditions of Public Housing Agencies' Developments

HUD OIG is auditing HUD's oversight of the physical conditions of public housing developments. The objective of the audit is to assess whether HUD has adequate oversight of public housing agencies’ corrective actions in response to (1) public housing agencies’ annual inspections and (2) the Real Estate Assessment Center’s periodic inspections to ensure that corrections result in decent, safe, and sanitary housing.

Housing Authority in the State of Texas

HUD OIG is reviewing a public housing authority in Texas after receiving complaints about the Authority’s management and oversight.  The review objective is to determine whether the Authority followed Federal and its own procurement requirements for the board’s legal services, paid its administrative costs in accordance with Federal requirements, and conducted its board meetings in accordance with the State of Texas’ requirements.

Housing Authority in New Jersey

HUD OIG is reviewing a housing authority in New Jersey.  The authority owns and manages public housing units for low-income families, and conducts administrative functions for other housing agencies under interagency agreements.  The review objective is to determine whether the authority administered its operating and capital funds, as well as funds received under interagency agreements, in accordance with applicable requirements.
