We audited the Columbus Metropolitan Housing Authority’s Housing Choice Voucher (HCV) Program.  The audit was initiated based on our assessment of risks associated with public housing agencies’ HCV Program units and recent media attention and public concern about the conditions of subsidized housing properties.  Our objective was to determine whether the physical condition of the Authority’s HCV Program units complied with the U.S. Department of Housing and Urban Development’s (HUD) and its own requirements.

The Freeport Housing Authority, Freeport, NY, Did Not Administer Its Low-Rent Housing and Homeownership Programs in Accordance With HUD's Regulations

We recommend that the Director of HUD’s New York Office of Public and Indian Housing require Authority officials to provide supporting documents for the proper use of $1,250,417 in sale proceeds from the scattered-site properties. Any amounts not supported or found to be improperly used should be repaid to the homeownership program from non-Federal funds.

Assessing PHAs Controls for Preventing and Combating Source of Income Discrimination

HUD OIG is auditing public housing authorities' controls over source of income discrimination. As of February 2023, 20 states have passed laws prohibiting discrimination against voucher holders by officially designing source of income as a protected class. The audit objective is to assess the extent to which public housing authorities have implemented controls to prevent and combat source of income discrimination.
